Yes, SMART on FHIR is an open standard that anyone can use for free. Both the underlying FHIR specification and SMART application framework are open source.

SMART on FHIR has a built-in OAuth2 security framework supporting fine-grained data access control. We comply with each country's data protection regulations (China's Data Security Law, Japan's APPI, Australia's Privacy Act, etc.).
